1st: Probably cause you shouldn't create a topic for that, PMing an admin is what you should do in first place.
2nd: Probably cause you shouldn't create a topic about that, so creating another topic about that question would be locked automatically.
3rd: To create a new clan, you need at least five members who are willing to join that clan, and then you have to PM an admin (Nave, Z or Cross) and ask him if you can create the clan you want to.
4th: I'm not a mod, but I'm trying to help you. You'll surely get an answer from a mod when one comes online and see this topic.
5th: That's a question for your Kage, Storm precisely.
