3. Run attack with puppet (~25% hp damage)
4. Long range chakra grap, can't be avoided with D
5. that other chakra thing in close range
6. That semi-strong shielding move
7. Revive
8. When kunais hit your puppet, they spread = wide attack

Oh I see. I figured Deidara would be in the Elite. With his bombs that does a lot of damage and costs little chakra. Also the ability to activate them at anytime. The heat-seeking moves and his bird transformation even makes him a stronger character, correct?

Yes, plus long sliding distance (D) and self detonate, almost auto draw

BTW, I think jiraiya with his Sage Mode Atacks should be in the Elite Tier...

Kisame on the level with Jiraiya. And Kakuzu should be in Strong Tier.
What the f*ck Shino doing in Strong Tier? He is the most OP, so he should be in Elite with Kabuto.

Yeah I was surprised to see Kakuzu not in strong or elite. I heard Kakuzu was one of the best characters in the game.

Kiba belongs to strong tier, if you play him correctly.
He has superior speed, his jump attack deals over 25% damage if both hit and even if you block the first contact, you cannot avoid the second.
Riding on Akamaru is overpowered, it costs low mana, it's fast and A does 25% damage.
His D^J Garouga doesn't just deal damage it also makes him invincible to many jutsus in game. (For example Kakashi's whirlwind and dogs, Itachi's flame wall, Gaara's DvA sand storm, some of Deidara's explosions, ground flames and more).
And combined with his offensive and defensive Aerial Movements it makes him Tier 2.
If one disagrees now, I'll tell you to master his Aerial Movements to the point where you can use it freely without thinking, don't just learn the controls.

You can avoid super rasengan easily.
You can avoid hair storm easily by simply jumping or pressing J
Jiraiya is slow.

shino is in the strong tier, i don't see him as op so imo it's fine.

i agree with some and disagree wid some.. jiraiya is sure strong, once he traps someone in mud D>A can take more than 50% health, plus is rasengan has nice enough range to f*ck the ass of anyone.. and not to forget the awesome fire frogs and ground fire.. He is strong.. and kisame should be with itachi.. they are pretty much equals.. and neji is quite strong!! he is similar to gaara..

i think Itachi is elite but kisame not matching with him tbh..!! many of u can defeat me with kisame but it u yourself play with Itachi den i wont have any chance...!! so i agree with the list..!!
