Just offtopicly ontopic.
If we should have another voting, I shall provide you a sample of its system.
First of all, as I mentioned, we should choose any person, members of the country, outsiders and members of the other countries.
Then, we should remember that we should keep it secret, keep it safe, sending votes annonymously. How to do it? Have an admin or even amod, or any other trusted person to recieve PMs with votes. It will be kind of an headache, but what else we can do? Of course, it requires discipline, which we lack there, but I suppose it must work out.
When the elections are over, and votes are counted, the top man should be proposed to become the chosen one. In private. If he refuses, go to the second one, and so on. But those who refused should keep silence about the proposal.

Well, I believe this system shall work, and people will keep the discipline.
Besides, I don't want to be elected, but your votes will flatter me.

I'll help out with ranks should you ever decide to make new ones for the country and need to give them to people. Like Lars suggested, I'd kick everyone out or at least make a topic in the country for anyone who wants to stay and leave it open for a few days or close to a week. Anyone who doesn't answer gets booted but can get back in via the country requirements when they are made.
