It's purpose is the topic's intention, which has a meaning. It's not like the topic's intention is to spam. There are visible guides that you must follow to the topic's relevancy.

The point is, this meaning you're talking about is just increasing post count, what I've already said. You're not discussing any serious (or not) matters, you're not exchanging opinions, you're just writing posts.
