Country War [Discussion]

- What is it?:
It's an idea for a forum wide event that was sparked a long time ago,
when Zxcv was active.
In a Country War, the members and Kages of each country compete
with each other Country, in order to wipe out all the other Countries
and emerge victorious.
(Countries won't actually disappear if they lose, it's just a game.
)
As of yet, you need to be a member of a Country to play in the game.
I've been toying with the idea of having another go at this, with redone
rules and such so it's not as complicated, and people can focus on teh
fun stuff.
If this receives a positive response I'll voice what I've come up with
for debate and discussion.

Standing ideas/rules so far.
- Rounds:
The game is taken in global rounds, and they keep repeating until there is
a victor.
Rounds consist of;
~Start~
- Bonds
- Tactics
- Fights (Multi-Occupiers -> Random Order Attackers vs Defenders)
- Country Damage
~End~
- Shinobi and Kages:
Each country has their member's (who are participating) as Shinobi.
A leader/Kage can choose to have any number of Shinobi attack any
number of other countries, or stay and defend their own each round.
This is known as the Tactics stage.
Aside from giving the orders, Kages count as Shinobi.
- Bonds:
Allies can be formed or broken at the start of a round. Formation has
two be said by both sides, Breaking only has to be said by one. This is
known as the Bond's stage.
Ally Shinobi can be left in an Ally Country to defend it if the Country
being defended consents.
- Countries:
A country has 3 health. A country with no health left is gone. The last
remaining Country wins.
Map Concept Ideas:
Probably something not too complex, like, you're only able to attack
'neighboring' Countries, or Countries neighboring conquered Countries.
Countries not on the forum are considered conquered.
Shinobi could be placed on nieghbouring conquered Countries to
defend them and block off routes perhaps...

- Attacking and Defending:
If attacking Shinobi meet defending Shinobi, the fight.
If all the attacking Shinobi die, the attack fails.
If all the defending Shinobi die, the attackers occupy the Country.
If a country get's attacked by more than one other country's Shinobi that
aren't Allied, a random order is given as to who the defending Shinobi fight
first.
If two unallied Shinobi forces occupy the same Country, they fight before
the defenders try to drive anyone out.
- Shinobi fights:
Shinobi fights occur as per the following:
The game is decided for this fight, and is only decided for this fight.
If no game can be decided upon, the default is NTSD.
1 vs 1
Best of 3 Multiplayer (Duel) Matches.
The loser dies.
1 vs X
If the game supports it, 1 vs X at the same time.
If not, 1 vs 1, then 1, then 1, etc.
Best of 3 Matches.
The loser(s) dies.
X vs X
If the game supports it, X vs X at the same time.
If not, each Shinobi fights one of the opposing Shinobi only
(1 vs 1) If the numbers are uneven, them it works out like
the 1 vs X with 1 taking on the extras.
Best of 3 Matches.
The losers die.
If a faction dies, thier defense, attack, or occupation fails.
If a draw between the factions occur, no one dies, and the attack or
occupation fails.
If you die, you're gone.
- Occupying a Country:
Countries lose 1 health at the end of the round if it's occupied. This is
known as the Country Damage stage.
A country without defenders that get's attacked has the attacker(s)
occupy the Country.
If a Country is currently occupied, Shinobi can be set to defend and drive
them out. If they draw, the occupier is driven out without getting killed.
If the occupier(s) are not successfully driven out or killed, they continue
to occupy the Country.
If two unallied Shinobi forces occupy the same Country, they fight before
the defenders try to drive anyone out.
If two countries are being occupied at the same time by the other's Shinobi,
all of their respective Shinobi fight.

Depends if it'll use NTSD.
If it will... well, I suppose 3/4 of countries' members don't really care about this game. At least not enough to be good at it. Equal to Lightning's instant victory.
