U can join countries by going in the General Section n' applying in their Recruitment Threads .
Once u're in a country , u can apply for a clan .

EDIT: yeah, Rakas said everything already but just to make it clear, Myobokuzan, the sound Country and The lightning country are the only ones availabe (I think)
to apply for.
