new rule

i have set up a rule about "country visiting"
make sure you read it

NOT KNOWING THE RULES WILL NOT PROTECT FROM PUNISHING OR BANS

i understood most of them,but a rule about country switching..i simply can't understand..


If you change country your banned for 3 hours?or you can visit any country but before you join you need to be banned 3 hours? or WAA

when you leave the country, a moderator press - Ban for 3 hours
and after 3 hours you can get accepted to the hosting country.

example:
Raka wants to visit fire so he unsubscribe from Sound, i ban Raka for 3 hours, after that, RMaster28 accepts him to the country.
when Raka wants to leave Fire and return to Sound, he unsubscribe from Fire, gets banned for 3 hours, and after that, he comes back to Sound.


*such case has never happened*

the 3 country rule (which i am sure it's 2, but never mind) is still in effect, it hasn't changed.
this is where the differences from visiting and moving takes place.
if you are visiting, your Kage knows and approve your return
when you are moving, your Kage does not approve of your return (in most cases)

well i still think that 2nd one for 3 max country's is stupid,i was in 2 country's now that am now,and Myo.But i have to ask,are you able to join 3 different country's or 3 same country's like
Lightning>Myo>Lightning.Are you still able to join 1 more country ?

no, the rule is- switching countries, not different countries

it comes to give a restriction on the user.
how strong is the restriction determines if it will be acceptable by others

i might make special items that will grant you the ability to stay in 2 countries at the same time
