Naruto's Shuriken's , Itachi's Katon and Gaara's sand bullets have the ability to be continued . Ok consider Neji's devine rotation will you say if he rotate's thrice its a spam ?

If sand bullets used in cont shot will be spam the Itachi's Katon , Naruto's Shuriken , Neji's rotation , Termari's wind thingey and all other moves that can be continued shall be SPAM . ~_^

Isn't Itachi's Katon cont for the same purpose as his normal katon?

Most of rules are bullshit.
They are just indicative guide lines, not holy laws.
Spam rules were made because its retarded to use same jutsu over and over again.

I may create better ones soon, because current ones have been found to be bad
